Cluster for Emergency Response Research (CERR)

The research aims at understanding and improveing societal response to emergencies from a holistic systems perspective. Special focus areas are:

  • To develop the theoretical discourse based on empirical findings and existing literature on complex adaptive systems (CAS), network theory and various multidisciplinary international civil and military response management research.
  • To develop methods for collecting and analysing empirical data.
  • The issues of trust, legitimacy and other informal relations in national and international multi-organizational contexts.
  • The problem of analysing and improving the capacity of emergency response systems.
