The research aims at understanding and improving societal response to emergencies from a holistic systems perspective. Special focus areas are:
- To develop the theoretical discourse based on empirical findings and existing literature on complex adaptive systems (CAS), network theory and various multidisciplinary international civil and military response management research.
- To develop methods for collecting and analysing empirical data.
- The issues of trust, legitimacy and other informal relations in national and international multi-organizational contexts.
- The problem of analysing and improving the capacity of emergency response systems.
